Catch the signals that a capability build is losing momentum, before they become a plateau.
What it is
A significant proportion of technology projects fail to reach their goals, not because the technology didn't work, but because the organisation stopped building before the real value arrived. The first release solves the most urgent problem, but the returns from a single release are modest; the significant value comes from the cumulative build of many capabilities, compounding. Most organisations never get there: the pain fades, the urgency drops, and the roadmap quietly stops being a priority. This is a quarterly health check that catches the early signals, and the opposite failure mode too.
The two failure modes
The plateau: the build slows and stops; the roadmap sits untouched; the backlog is never revisited. Building too fast: releases arrive before the last is embedded; users are still learning the current system when the next launches. Both destroy value.
What it measures
16 plateau signals across four categories (the relief problem, roadmap health, team/user signals, investment and ownership; 8+ means high risk); 6 over-building signals (4+ means pause); a growth-cycle health check across design/build/embed/expand; and a structure check (recurring review? named owner with authority? capability as a standing budget line?).
How to use it
At your quarterly roadmap review, or whenever the pace changes. Quick sense-check: which process overlays on your Business Landscape Map still look the same as when you started? 30 minutes. You'll produce a scored risk read, a cycle health check, and a three-action list with owners and deadlines.
